If either Trump or Pence goes, Republicans will shut down any moves toward impeachment of the other at least until they appoint a Republican to take over as VP and become the next president.
It was exactly the same during Watergate. Once Agnew resigned, Republicans made it clear that they would stall impeachment in its tracks until Ford was confirmed as his replacement. There was no way they were going to oust the president, no matter how serious the charges, if that meant handing the Oval Office to the opposition party.
