One, incite fear for people who take him seriously.

Two, trigger his base to start something in a concerted way, (not a civil war) that triggers a crisis that could give him an excuse to declare Martial Law. That would be a game changer.

That may be unlikely, all things considered, but it does bring up the worrisome idea that the "right circumstances" for him would be something along the lines of the Reichstag fire. It is that kind of scenario that concerns me because the false flag is a way that expert despots take more power in an expedient way. Right now, I wouldn't put it past him. He has every reason to instigate something catastrophic in order to stay in power.
