Not by a long shot...

Over time a code of laws was developed requiring certain interactions to be documented. So, the requests are actually demands to turn over what the law says must be there. There is the catch 22 of the requirements that the documents must exist, because, if they don't, that in itself is breaking the law and is evidence of obstruction.

Sometimes you've got to admire the byzantine workings of the bureaucracy.

They're only asking for what they know has to be there.
