Rove was all about power and twisting things to make his president assume power he wasn't supposed to have. So of course he doesn't notice that Trump's problem goes a lot beyond "being gross."

After all, Bush was pretty "normal", and his approval rating at the end definitely showed that the US population thought he was a really bad president. It got down to 25% at the end there, once he'd tanked the world economy.
It wasn't his personality that cratered his approval rating. And it's not the only reason Trump is so widely hated.
