24. This is what I see too.

A world of oligarchs controlling all resources. Nationhood, history, culture, the environment, people, none of this matters to them, only wealth and power and domination. And they will say anything necessary to get the support they need from their constituents - while walking all over them.

I don't think anyone among these top-dog wanna bees is a leader just yet. They're still fighting the turf war.
