So is evolution. If an herbicide kills off weeds that aren't resistant to it, and a mutation makes a weed resistant, then that mutation will thrive with less competition.

This is the same problem we're finding now with antibiotics. Pesticides and herbicides have a sort of "half-life" after which they progressively become less useful.
