4. That's far from a perfect, or even apt, comparison.

The author is comparing Vick's career stats to Kaepernick's career stats...rather than comparing Vick's pre-ban (the ban being that he was in prison) stats to Kaepernick's. The author is also completely disregarding rushing stats. Vick rushed for over 1000 yards the year before he went to prison.

I have no doubt NFL teams have intentionally stayed away from Kaepernick, even though Kaepernick is good enough to be on an NFL roster.

However, the difference between Vick and Kaepernick is that Vick was good enough to be a starting QB, and a really good one, before he was imprisoned. It wasn't unreasonable for the Eagles to think that what he might contribute on the field would be worth any bad publicity they might receive from signing him.

Kaepernick, on the other hand, was a backup QB when he was released. I don't think it's unreasonable that a team would choose to avoid the distracting publicity that signing him would bring, when the only benefit would be to have a better backup QB than they already have.
