9. Only Congress can officially declare war.

That is why we have not had a declared war since World War II. All of the warfare we have conducted since then has been undeclared warfare. Congress long ago surrendered it power to declare war to the President. So many people have died since then in those "conflicts." I don't know how we can return to having more control over actions by Presidents.
