It's a "scene". The DC "scene". People go where they are invited.
I suppose that in politics, like other arenas, people work on "making the scene".

I get invited to a lot of parties connected to the Chicago music "scene".
I go to parties where I can't stand half of the people there, yet love the other half.
I go to be with the half that I love.
