9. As usual, title of article doesn't jive with the body. Why leave out "believe"?

Actual title:

"GOP senators believe they have the votes to block witnesses"

And it's just a few senators who think that and they admit they don't know for sure.

“If I had to guess, no witnesses,” he said.
