I think at least at one time he could understand it, not sure about now, but I do know he doesn't give a fig. PUtin had told him he's got his back and will steal the election for him if he continues to do everything he's told to do. That is all he cares about, helping himself and the guy who had the keys to the promised kingdom as well as the jail because he would put drumpfs cushy life in danger. PUtin also wants it at least somewhat obvious that his tool is doing his bidding not what is in America's best interest but what is in Russia/PUtin's interest, but it won't get worse than the few hints of glee he lets slip now until he's gotten the sanctions removed and drumpf re-elected.
