Was George a Mexican citizen at birth for having been born there?

This is great material though. Right wingers have been trying to make Mitt out as a self made man, when it was his Dad who was the self made man, and here the Dad had a bit of a boost from the government, or was descendent of someone who did, which for right wingers, is usually enough - to endow one with the achievements/failures of one's ancestor's.
