I suspect R-money thought it would be best for him to get some "I'm so principled" attention, but also to have it both ways by not going full "traitor to the GOP"... but thought the optics/impact were better if he split 1yes-2no rather than 1no-2yes. First article is voted on first, that sets the narrative.
