He is very clearly a "strings attached" person, (demon, demagogue, what have you). I have known some folks who did it so overtly that it was very obvious and far beyond the, "I'll scratch your back if you scratch mine."
While we all might do something to get something back, sometimes we do it for the sake of others and their benefit and the payback is the simple enjoyment of it and it is more like compassion.
This delirious despot is highlighting his stance that, if I do anything for or with you, you better do what I want and pay me back!!! The quid pro quo kid.
