or "guttersnipe." IIRC street urchins of all types were called "guttersnipes" in Dickens' works. Common though dated British English noun, it seems to me. "Vindictive" just means vicious and nasty. Anyone can be shrill or vindictive. "Harpy" refers to some nasty creature from Greek mythology as far as I can recall.

I prefer to call that one "Annthrax" or "the Coultergeist."
