12. "Migrating wildlife" won't be able to migrate with a wall

There is an aquifer underground and they have been using "controlled blasting" as well. The likely devastation to animals and the aquifer should have been studied as they are critical environmental concerns, but what of the protected cactus and the indigenous burial sites?
How could any of this have been approved? My guess is that it was rammed through in spite of a mountain of resistance.
DT doesn't care.
