society has decided that minors shouldn't be easily exposed to certain words and images and such, at least not without warnings and some ability for parents to be alerted and to control that exposure. so there's a balance between the rights of broadcasters and the rights of parents / protection of minors.

but the mere annoyance of many political ads is hardly a compelling reason to restrict the very type of speech our founders were most interested in protecting.
