He doesn't want to fucking test people it would raise the number of cases. He wants people to get the virus without any fanfare. Most will recover and some will die. The ones who recover will not be counted, the ones who die will not be counted as dying from coronavirus.
Trump can then go on to claim that the coronavirus was a big scare propagated by Democrats and the MSM to hurt his reelection.

Trump better hope that policy doesn't create a monster epidemic in the US.
