What's the upside for him?

Well, the SS, healthcare for seniors and SNAP. Plus, the boost for related industries like morticians and on and on.

Most of all, our country is somewhat damaged and weakened by his onslaught, so any major crises is a potential avenue for a certified, tin pot dictator like Dr. Delusions and his merry crew. I would expect him to seize on any opportunities to further his goals.
