30. I don't think it works that way

I recall reading when we had a payroll tax holiday under Obama that it doesn't directly affect Social Security and Medicare, because there is no actual separate account for these programs (though arguably there should be). But some people thought psychologically it would hurt SS and Medicare by undercutting the argument that people earned their benefits by paying in.
