is WHEN did he blow that number (ignoring for the moment the MOE and reproducibility of those tests and the issue of whether that 0.001 difference on the display screen holds any real-world meaning)? Was it on scene/contemporaneous to him also failing the roadside impairment test and displaying other signs of intoxication and impairment?

Or was it hours later, during which time his well-trained liver was churning away at that BAC?
