and as to why states can't just create their own or use the WHO tests, the CDC must approve the test.

Apparently now Washington State has their own tests and are using it without CDC approval.
And I believe they have set up the first drive through testing unit in the US.

South Korea administers around 10,000 tests per day.
The USA administered 8 yesterday (approved tests according the CDC stat page).
