7. The problem with means testing

Is that it would take to long to implement it.
Wouldn’t there have to be a screening for any means test? Or the recipient would have to apply?

I think an across the board would be much faster .

Maybe it could be counted next year as income on people make over $100,000 or something like that?

People will be needing help in a few weeks, not a few months.
