That's another reason he doesn't want tests done widely, he wants to profit off every single one and it irks him that Labquest, and hospitals have developed their own so he doesn't have as much control or profit over this as he wants. In a fit of ongoing pique, he still doesnt want us tested because of 2 reasons
1 - as you say he wants to hide the numbers because they show his abject personal failure
2 - profits for him is all he truly cares about besides re-election because he knows otherwise he is in jail
