Theory 1: His cognitive abilities have degenerated so much that he has no idea what Dr. Birx is saying but he needs to keep standing in the shot, trying and failing to plant what he thinks is an intelligent look on his face, so his base can think he is in charge of the Daily Coronavirus Follies.

Theory 2: He is only interested in what he has to say, so he is totally disinterested in what Dr. Birx is saying. But he knows he needs to look like he is paying attention and understanding every word, so he plants what he thinks is a comprehending look on his face so his base thinks he is in charge of the Daily Coronavirus Follies.

In either case he simply looks like someone pretending to be someone who understands and cares about what Dr. Birx is saying. Swing and a miss.
