43. Peter is a guy who portrays himself as a know-it-all.

And, he is a very bright guy. He's a Harvard graduated economist, and apparently very well read.
His problem is, as is the case with so many Trump administration officials, that he believes he always knows best.

It's called intellectual arrogance; a combination of intelligence and knowledge, but with a huge infusion of egotism that dismisses the credentials of others as simply not be up to his.

In other words, an intellectual asshole.
