He wanted to believe and needed to lie to the people, so he did.

There are a whole bunch of real conspiracies going on. Giant ones.

WHY did McConnell's Republicans refuse to act and specifically block all action to contain the virus -- from the very beginning? All the while Democrats were trying to pass needed legislation? It was not the ignorance, or the complaisance, that Republican-friendly media are making it out to be, in the rare instances when they don't help McConnell & Co stay off the media stage. They knew what it was, they knew who it would kill, they knew the actions they needed to legislate to stop it, and they blocked them all.
