He was working with the country of Turkey, as well as Russia, and was not registered as a foreign agent.

Also, he had taken money from both of them.

Turkey wanted him to kidnap an opponent of Erdogan who was living in PA.

But, this happened while the Obama Administration was still in power, before the Trump Inauguration. Trump was attempting to make foreign policy before he was sworn into office. Totally illegal.
