3. I'm not an election expert, and I haven't even stayed at a Holiday Inn Express but,

I believe the law says that a majority of the electoral college is needed to elect the president, and the vice-president.
If a bunch of red states decide not to have elections, they won't have a say in the electoral college voting that is held in December unless the are able to select electors without holding an election.
This is supposedly possible, but would be political suicide for any state where Republicans did this.
Remember, there are a lot of Senators, and the entire House up for election this fall, not to mention state Governors, Senators, and House members, and countless local and county offices to be voted on.

No states would be willing to absorb the wrath of an electorate that was denied the right to vote.

The elections will be held, because the alternative is chaos and destruction.
