There will be no prosecution because the local DA cannot afford to alienate the police force. We need special prosecution offices in each state, fully staffed, to only investigate and prosecute police malfeasance/crimes. They would not have the conflict of interests typical with the local DA's. If we did this the police would think twice before violating citizen's civil rights since there would be a good chance they would be arrested and imprisoned.
