Two presidents did some outstanding planning that saved thousands of lives so lets give the positive examples first.:

...Jimmy Carter planned to order the car manufacturers to require air bags and other safety devises in the first year of his presidency...so the order went out in 1977 that the air bags would be mandatory in 1984. With the manufacturers consent, this was in fact done and if one looks at the facts about "deaths on the highways"..there was a significant drop in deaths from the mid 80s on. (from somewhere around 50,000 to about 34,000 today. Tens of thousands of lives have been saved due to all the safety devises on cars even though there are far more cars on the road today then before...(one hundred million more)

...Barack Obama planned far in advance to have a program for health care for those who had no insurance. He negotiated with everyone to get the Affordable Care Act through congress. Especially health insurance companies, both houses of Congress and everyone else. It took time, but eventually, that idea was put into law, and untold lives have been saved, and families finances have not been ruined but also saved.

....Now for those that were warned, and did nothing to save lives.
....George Bush Jr.: It has been proven, he was warned that foreign operatives were going to attack the United States, by an informer long before the attack. He told the informer that the information was fine, and that he could go home now, after the informer talked directly to Bush Jr..In spite of the warning, Bush did nothing and we had 9/11.

....Today we find out that Donald Trump was clearly warned about the virus that was coming to the U.S.A. months before the first death. Evidently Trump did not read the warning or listen to anyone who did read the warning. (we don't know for sure, if he was told out loud that it virus deaths were coming, but all he had to do was observe what was going on in Europe and ask other leaders how to protect our population..It seems clear now, that ..in spite of warnings, Trump did nothing and now we have over 90,000 deaths due to this virus

The above examples are hard to believe, but they are totally true. 2 examples of outstanding planning that saved lives, & 2 examples of ignoring warning that killed thousands upon thousands of people.
