1. The trouble arises when the "bad speech" has the majority

Take a gander at any situation where Group A has a majority and is intent on dehumanizing Group B.

Majority Germans dehumanizing minority Jews
Majority American whites dehumanizing minority blacks, Indians, Japanese, etc
Majority Protestant dehumanizing minority Catholic (and vice versa)
Majority straight dehumanizing minority non-straight
Or situations like South Africa where the minority holds enough power to function as "majority."

How do these situations usually turn out? What happens to dissidents whose only backing is their own words?
