...because the behavior is inconsistent. In the Trump era white nationalists have felt comfortable enough to emerge from the shadows and publicly proclaim their hatred. They've also confronted liberal protesters directly (Charlottesville). The notion that they're disguising themselves as liberals and legitimate protesters to foment clashes with the police is too much of stretch. I suspect that some of them are anarchists who don't support "the establishment" (Democratic or Republican) and don't support capitalist property, and many of them are criminal gangs who are simply taking advantage of the general chaos.
