The Paris Commune arose out of the disastrous end of a war in which France was defeated, after Paris had been held in siege for months to the point rats were sold in the markets for meat. Paris was in this siege defended not by the regular army, but by an urban militia. The rising began with the killing of general officers by men of this militia, after the surrender of France to Prussia, when what was left of the French army and government attempted to assert its authority in the city. It was not something that sprang into being out of a few street demonstrations by people mostly prosperous, largely peaceable, and certainly unarmed.
