when a military superior visits subordinates, especially in a situation like General Milley was in, that superior or Commander will normally wear the same uniform as those he/she is looking over. It’s a sign of respect to subordinate troops. The camouflage uniform is simply a work uniform. It would have been inappropriate to traipse around in an office uniform while the troops were in Cammies.
