5. My city is a suburb of a large city...

our suburb population is 30,000 with 49 licensed police. There has been ZERO over-site of the police department by the city council. The reform for my city will include every 6-month over-site review by the council. The council cannot just de-fund the police department unless they know there are major issues. The city of Minneapolis is calling for de-funding, because they KNOW the issues with their policing and it is long standing.

Not all police departments can just move into de-funding without proven reasons. So, instituting over-site and policies such as "8 can't wait" are good actions to take.
