4. Stairways in all buildings should be checked on a regular, daily basis.

All that is required is for someone to walk down the stairs on a regular schedule. In many buildings stairwells are not used by most people. That does not mean that nobody goes into them, though.

If I were in charge of a building like that, I would have someone walk down all of the stairs three times a day. Just take the elevator to the top floor and walk down to the first floor on the stairs.
