orientation first, then look for a qualified person.
I believe in the exact opposite. Qualified person then WHATEVER they happen to look like second. Did people say, we need a bi-racial man, then seek out Obama? No. Did the people say we need to find a gay man for mayor then look for Buttegieg? No. They shone on their merits first.
This certainly doesn't mean, like you imply, that caring deeply about those less fortunate among us is mutually exclusive with picking the best person blind to what they look like.
