One can always go to a gun shop (if not in NYC, then in locales like Pennsylvania where the laws are looser), get big jugs of gunpowder, and make your own devices, if you're willing to risk felony charges and ending up with a nickname like Stumpy or Lefty.

Hell, you can still get Tannerite in a lot of places - farmers still have to blow up stumps somehow.
