38. Biden should debate only if there are points available that could cost him the election.

If DEMs get to a double landslide (>20 pts) position in the polls by early October, nothing to be gained. Also, if Biden will tease with maybe he will debate but has not decided yet, he can then move into Trump's head and occupy the entire space.
