Bush left office with an approval rating of 30% or so. But much of that 30% votes in Republican primaries. He's also still wildly popular among Evangelical Christians (who also vote in Republican primaries). And he has access to a substantial fundraising network that even Mitt Romney would be happy to have.
Don't look for anybody to be trotting him out during the general election. But during the primaries, he'd be an asset for sure.
