41. The first and most significant question...

How, exactly, can Mr. Trump appropriate the millions of dollars and repurpose the land it will take to build this without congressional approval? He exploited the “emergency declaration” thing to build his fucken wall, but “there is no statue of Billy Graham in Washington, D.C.” is not an emergency, and most correctly-thinking people think that’s a good thing.
