1. My understanding is that the federal government does not provide the funding.

The states have to provide the funding, which is mandated by the federal government under the Americans With Disabilities Act. The ADA is an addendum to the Civil Rights Act. Hopefully, it would take an act of Congress to overturn the existing laws. If they try that, there will be a shit storm of epic proportions like we have never seen! Parents of SpEd kids nearly all have lawyers, because they have had to fight the system to get the help they need for their kids.
