Will they be in any position to want that or make it a priority, especially if they are newly homeless and on the street?

That is very shocking, overwhelming, stressful, etc. You can just drop right into survival mode. Many things lose priority and matter less when your environment changes drastically and your only concerns become food, water, bathroom facilities, shelter, staying cooler in heat and warm in cold, dealing with fear based on your extreme vulnerability.

Let's just say that those folks who don't have a couch to surf on, family to take them in, or other alternatives will be very distracted from what is going on politically.
