... there was "no crisis." Yet, the best evidence of money well spent, and a job well done, is that the crisis was averted.

Republicans are stupid, and not even very conservative when it comes to how best to spend money: proactively invest in prevention, or reactively spend many, many times more trying to respond (poorly, usually, in the case of Republicans) to a crisis that could have been prevented .
