Because they are held by trusts or corporations that have held them since 1978 when Prop 13 went into effect and has kept their taxable value at a fraction of current market value.
The Republicans got Prop 13 passed by claiming it would help the elderly stay in their homes. Instead, it has been a windfall for the rich and big business, while starving schools and local governments.
