22. The way this is folded it has at least two, maybe three, layers.

It's been a while since I looked at the fold. But it's the face conformity, tightness of weave, and number of layers. The fact tat it is made out of a scarf is irrelevant as long as it fits. (A bandana meets tightness of weave and that particular fold has enogh layers layers to be as effective as most homemade masks.)
