60. Hard to be fair to Stephen Miller, but the framing of the shot is above his hands

and the BTS photo could very well have been taken while he was straightening his jacket prior to rolling.

Unless of course the photo was taken by the White House photographer or someone else on his team and he knew what they were going to be shooting.

Hard to say.
