I'd agree to both. Trump doesn't have a "private" army. He's President of the United States, the executive who runs the executive branch. (Who all's doing is that?)
AS for this being some big, unreported secret, not exactly. 
We already knew when Trump alarmingly announced he was sending officers from the U.S. Marshals Service and DHS to Portland, nightly protests for weeks providing the excuse. We've known from daily reports that their presence was exacerbating, not quelling, the disturbances, and that local and state leaders have been calling for them to be removed, scaling up since shooting a protester in the head last weekend. Legal cases have been filed by both government agencies and civil rights groups.
Portland Public Broadcasting just reported this protester's story, and it's in the WaPo today.
Big secret. "Why isn't anyone talking about this."
At every election since the GOP was taken over by these people in the 1990s, every person who could vote has either voted Democrat to stop them or has empowered them by not doing so, and in this century our mistakes are having increasingly terrible consequences.
