In terms of OPSEC it's better to look like the forces around them if they want to "blend in"; seriously - wearing camo in the city just shouts "hey, we don't really belong here, and we know we really look stupid - but we don't care 'caus this color pattern means y'all got to respect our autho-ritie..."
They're an occupying force, out of their jurisdiction. And wearing camo is just another bit of proof.
